If nothing is mentioned in the ToU, it simply means that there is no hard-and-fast rule about it. And anyway, why would you expect one, for even places where you’d pay for hosting files often insert a “we reserve the right to stop hosting your file with our liability limited to the returning the money paid”. What happens in any particular case would obviously depend on fortuitous circumstances -- a bad basis for any plan!

Ensuring continued availability is a very costly business. You may lower your IA risks by separating the dubious and non-dubious stuff into two accounts, but please check first whether that is consistent with ToU.
